In this article, Professor Powell breaks down the Juvenile Justice Reinvestment Act, discussing recommendations from the North Carolina Commission on the Administration of Law and Justice, adjustments to NCCALJ’s recommendations that were included in the final bill, and a short but detailed summary of each section of the law, including when each part will go into effect.
